Add configuration for bedrock (stage & prod) `STD_SMS_COUNTRIES_DESKTOP` set to `US,DE` to enable SMS for users in Germany (DE) engaging with the send-to-device widget on the /firefox/mobile/ page.

Just to be clear, this must NOT be done until after bug 1436386 is complete.
