Details
Our end goal with the search plugin unification was always to move the engines out of the language packs completely so that all engines are shipped with the Firefox core.
We should start the investigation into making that happen.

How would this affect bundling of search engines? Some organizations still need to include internal search plugins to deploy during a network install of Firefox, e.g. for our internal sales tracking. Also, we sometimes need to remove search engines. For example our office doesn't allow playing on YouTube on the work computers, so we remove that from our FF Bundle prior to shipping the binary.

Shouldn't be an issue. You would follow the same process.
Note we're working on enterprise management that should make this easier for you.

I don't like duping forward, but the newer bug has more info. And sadly I opened them both.
