Sometimes files that contain HTML or text are not displayed directly by the browser. Instead a dialog appears that asks whether the file should be saved or opened with certain application. The example url shows this behavior. Maybe the file sends a wrong HTTP header information. For these cases, where it is known that the file can be browsed directly, the dialog should contain an option for displaying the content directly in the browser.

The server sends the wrong mime type Application/octet-stream There is an open RFE that Mozilla can't open text/foo files and we will support that. But mozilla will never open/render application/octet stream -> TE
