Bug 1436671 is about making sure we serialize back the correct string in FTL, but truth is that Pontoon should not allow to store empty translations so easily.

Right now, if you press Enter on a string and have enough permissions, it allows you store an empty message. It should warn before saving, like it happens when you leave the string with uncommitted changes.
