If you have several items on your personal toolbar
and want to reorder them by dragging things around,
the behavior is unintuitive. The dragged item will
not be inserted at the pointer's location, but between
the two items whose icons are *to the right or under* 
the pointer.

Steps to Reproduce:
1. View -> Show/Hide -> Personal Toolbar
2. Add several items to your personal toolbar, preferably with long descriptions
3. Try to drag them around.
