1437887 - Fix the title string of the sidebar toggle for the 3 pane inspector depending on what we call the feature

Currently, we have the following title strings for the sidebar toggle of the 3 pane inspector.

inspector.showSplitRulesView=Show the split Rules panel
inspector.hideSplitRulesView=Hide the split Rules panel

We will need to rename these strings once we determine what to call this feature publicly

- Toggle off the 3 pane inspector
