Not sure how to reproduce it. Gankro saw it recently too.
I saw it on one of my Win10 desktop PC that has NVIDIA GPU. I also does not know STR to reproduce it.
Dragging an empty tab to a new window, doing a bugzilla query then opening a number (4+?) bugs all at once is how I saw this the last time.
