The download button on /firefox has the locale_in_transition param in the main download button: https://github.com/mozilla/bedrock/blob/423309df1a17184cd172910e80ec540b99ad8394/bedrock/firefox/templates/firefox/home.html#L40 This should only be used on /new (where we can guarantee better that all locales are enabled and indexed by Google).
