[Steps to reproduce]:
 1. Launch Firefox
 2. From "Customize" move the Downloads Panel to the left site of the browser.
 3. Minimize the browser to 3/4 of the screen.
 4. Download an item.
 5. Open the Downloads Panel.

[Expected result]:
 The Downloads Panel changes it's direction to the right before the overlap can occur.

[Actual result]:
 The Downloads Panel overlaps the OS's menu bar.

[Regression range]:
 I will investigate as soon as possible.

[Additional notes]:

 b. This issue is not reproducible with mac OS X, nor Windows.
Has Regression Range: --- → yes

The issue is not a recent regression, as it is reproducible all the way back to (2014-01-03).

This works on Windows and macOS with the dock / taskbar on the left, so I think this is a gtk bug with how it indicates available space.
