When I want to create a new folder on the personal toolbar, it doesn't work. I
have to use "Manage Bookmarks..." on the Bookmarks Menu.

Reproducible: Always
Steps to Reproduce:
1.Right click on the personal toolbar
2.Select the "New Folder" option from the list opened

Actual Results:  Nothing happens...

Expected Results:  A dialog box should appear to write the new folder's name.
