User Agent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36
Steps to reproduce:
1. Bring up the below url on FF esr52 or FF or FF nightly on a Mac 10.13.3 beta 5 channel

2. Tab on this screen => Notice, "skip to content" focused first. Click "Start" button.
3. Tab on this screen => Notice, skip to content" gets the focus first like the last screen. Click "Start" again.
4. Now tab on this screen
Actual results:
The next button (with the right arrow) gets the focus first
Expected results:
Always "skip to content" is the first to get the focus when tabbed.
Additional info: This doesn't happen on any other platform using FF. Seems an issue with FF running on mac/beta channel.
