Build 1999092009M11: Win32/NT4, Linux/Redhat 6.0
(Couldn't try on Mac since its unable to create a new account. Will log a
separate bug.)

Overview: In a Migrated account or after creating a new profile/new account
through the Account Wizard, the User Name and Server Name is not displayed in
the Account Settings/Outgoing (SMTP) Server panel. Therefore unable to send
messages.

Steps to reproduce:
1.MIGRATED ACCOUNT
a. Migrate an account.
b. Select Edit/Account Settings
c. Select "Outgoing (SMTP) Server in the left panel and note what is displayed
for the User Name and Server Name text boxes.

Actual Results: The User Name and Server Name text boxes are blank.
Expected Results: I would expect this information to have migrated over from
4.x.

2. USING ACCOUNT WIZARD TO CREATE NEW PROFILE/NEW ACCOUNT
a. Start Mail
b. Create a new account by stepping through the Account Wizard dialogs and
select the Finish button.
c. In the Account Settings dialog go to the Outgoing (SMTP) Server panel.

Actual Results: The User Name and Server Name text boxes are blank.
Expected Results: I would expect this information to have displayed since it was
just entered in the Account Wizard.

I think this is fixed with mscott's refcount fix.

Verified Worksforme.
When migrating or creating a new profile I noticed that the Outgoing (SMTP)
Server panel, in Account Settings, only needs a Server Name to send messages
successfully. The User Name is not required. I confirmed this with Alec.
