Spun off from bug 1431260 - rnewman asked for a test to verify that [0] does parse the comma separated language tag list properly.

 - test will be launched with `mach robocop path`

Note that testOSLocale is currently disabled, so the test will run locally (unless your phone happens to run Android 4.3), but not in automation:
