Details

We should monitor the validation failure rate for all doctypes for which we have a schema. Alerts should fire for any case where more than X% of submissions fail validation.
The majority of the work for setting this up occurred in bug #1461520. When new doctypes are added to schemas repo, we'll automatically provision a new doctype monitor with minimally ingestion error and duplicate alerting. I threw in https://github.com/mozilla-services/puppet-config/pull/2748 for which I think we can call this done. X is set to 1.
