This new feature has landed in v11.x, see bug 1437993.
Bookmarks and History are draggable but not for reordering, they can be dropped in other apps.
We are investigating if we could test that scenario with other apps, but in the meantime test cases for non desire behaviour could be added to have coverage on this feature

This is already on v12.x and no need to have it in older branches, removing uplift whiteboard
