Bug 1434621 fixed the on some systems (like my Linux Mint) too tall tab bar in Tabs in titlebar mode. We need to follow to fix it for TB too and also to be in synch with FX browser-tabsintitlebar.js with the part in msgMail3PaneWindow.js.

This is a port of https://hg.mozilla.org/mozilla-central/rev/cf8ac6e2c5e0 I checked it under Win 10 and Linux.

It's not visible on all distros/themes. No visible change on Ubuntu but on Mint here.
