I tested this 5 times with Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US;
rv:1.0rc2) Gecko/20020510 and the new window always opened.
Could you specify more information about your Browser? (Which OS are you using?)
And why should this go Localizations?
I have found out what the problem is. It's the theme that I had donwloaded on
Kairo.at if I had used that theme the bug came. But now I use the standart theme
from Mozilla and now all work.

The bug about EarlyBlue (guessing you used that) is filed at
http://www.hirsch.sth.ac.at/bugzilla/show_bug.cgi?id=97
LCARStrek (ok, just says "same as EarlyBlue bug") is
http://www.hirsch.sth.ac.at/bugzilla/show_bug.cgi?id=98
Moving to invalid, as this is the "correct" resolutin for such a bug here ;-)
