when running talos locally, I see odd behavior on a few tests where we seem to be testing twice

a few things:
1) pageloader tests start when we do the profile warmup run in getinfo.html.  This is wrong- no pageloader should be started by then- we need to figure this out
2) I was running ts_paint locally and I saw two tabs loading at the same time- I suspect a session_restore type of system is going on, maybe we need to adjust our preferences.
#1 is most likely related to passing in the pageloader manifest as a preference instead of a commandline argument.
