I submitted a review request to Phabricator, and it didn't cc my reviewer on the bug (bug 1440112 comment 8). It should.
As per discussion in dev.platform back in August (https://groups.google.com/d/msg/mozilla.dev.platform/En5hlbApMI0/AMoKw4lcAAAJ), we're only doing syncing of CC lists one way, from BMO to Phabricator, and only for security bugs.  Reviewers will get notifications of reviews in Phabricator and can CC themselves to bugs if they like with just a couple clicks.

They cannot cc themselves to security-sensitive bugs (I just ran into this).
