Add Occitan (oc) to shipped-locales for Firefox 60

Occitan (oc) has been keeping up with translations for several cycles, and testing didn't show any particular issue. They're ready to move to Beta and Release with 60.

Note for permanent record in a bug. In setting up AMO using new releng automation to populate language packs, I accidentally marked it as "unlisted" on AMO (so available from releases.mozilla.org only) for "rc1" of 60.0, if there is an rc2 then we'll fix it to be listed, otherwise we'll list it in either 60.0.1 or 61 whichever is earliest. This is mostly implementation detail and is about the language pack being visible on https://addons.mozilla.org/en-US/firefox/language-tools/
