See the screenshot, the border of tooltip is not complete. It's right and bottom border are not there. Sometimes it has right border, but it seems the bottom border consistently hidden.
This seems to be a recent regression from the latest beta. I don't think I see this before.
This only affects my LoDPI screen. Browser window in my HiDPI screen doesn't have this issue.

Same as bug 1441042, I can actually reproduce this with a much earlier version, so it's probably due to some change on my machine.

Looks like it's a bug of Windows. It works fine after I restarted the system.
