Likely the reload event is not setting the per-tab TP stats object back to zero

Various aspects of stats and whitelisting were left incomplete in my earlier work, bug https://bugzilla.mozilla.org/show_bug.cgi?id=1439307 required completing this work properly, and also involved fixing this bug. Not *exactly* a duplicate, but marking it as such for linking the two bugs.
