We hard coded in some loaner buttons and links back in the day, let's get rid of those. And let's filter loaners in actions.json on a tag, so that level-3 builders don't have the options since it's not supported anyways.
I don't know what the first part means. The second part should not be a filter in actions.json, since the entire actions.json has a single level. It should just not generate these actions for L3 repos.
