We want to use desktop as a "prototype" for pushbox.

To avoid blocking on "device capabilities", we'll put this new code behind a preference. If disabled, desktop works identically to the existing mechanism. If enabled, sending via pushbox is supported, and it is assumed every target device is pushbox capable - it will be up to the person testing this functionality to ensure the target device is running desktop with pushbox enabled.

Later, and in a different bug, we'll replace the pref with device capability registration and checking.
