Bug 143038 seems unimplemented for Android

Bying taking a look at the code in widget/android/nsWindow.cpp, it seems that widgets on Android have a different APZ from PC. In HandleScrollEvent(), there seems no code associated with Bug 143038 handling.
I don't have a built Firefox on Android myself, and don't have enough knowledge of Android development. By taking a look at the code, I guess Bug 143038 is unimplemented for Android, but I hope someone working on Android which supports mouse wheel will help confirm this bug.
If it is true, I suggest that we don't need to reopen the old bug, we can take this as a new bug so that someone with knowledge of Android development can be assigned to work on this.
