From Bugzilla Helper: User-Agent: Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.0rc2) Gecko/20020510 BuildID: 2002051013 download dialog and save as dialog aren't behaving the same with multiple workspaces (KDE and Gnome) Reproducible: Always Steps to Reproduce: 1. click some link that will bring up a download dialog 2. move to a different workspace 3. once the download dialog comes up, choose save this file Actual Results: The save dialog comes up on the workspace with the browser - depending on window manager settings this might cause a jump to that workspace. Expected Results: The save dialog should come up in the same place as the download dialog RH 7.3

The SeaMonkey team has no intent of working on this, and IMHO 1) the download manager should come up in relation to the browser that launched it, i.e. in the same workspace, but what we should do and are doing now starting with SeaMonkey 2.0 Beta 1 is flashing it up so you notice that it was opened.
