Steps to reproduce:
Start Dev Edition with a new Profile
Open "Customize…"
Click on Themes Button on the bottom
hover over Default
see preview of it
click Default
Theme is not applied
expected result: theme is applies as shown on hover
see attachment for details
(as soon as I change to any other theme, changing to Default works as expected.)
seen on latest Dev Edition, on Windows 10, Surface Pro 4
