We need to be able to access whitelisting on/off for a domain even if a particular page on the domain has no blocked elements
This was an issue only until all the UI changes landed for latest beta.

Oops, I thought this was fixed, but then found cases where it wasn't. STR: - open http://m.facebook.com, the main login page has no blocked elements - long-press to try and whitelist this domain Bug: whitelisting is unavailable Expected: should be able to whitelist a domain, even if the current page has no blocked items

Is suboptimal/confusing behaviour, but I wouldn't block 11.0 on this. There will be other workflow fixes to whitelisting (being a new feature that we are learning how users use) that we can lump this in for 11.1.
