This is all to do with the focus. If you're selecting with the left pane, then that's where the focus is, and so it shows the details of the folder. If you're selecting with the right pane, then the focus is there, and there's no items selected (in your case), so that's what it displays at the bottom. If there is bookmarks in the folder, it'll select the bookmark and focus it, and that'll be the details displayed.
Invalid, as this is per design, and it isn't something we're going to change (as mentioned elsewhere, the next big focus is likely on library in the tab, which is also likely to redesign everything).

My use case, when organizing my bookmarks I have many bookmark-folders with same name(in same folder),It's hard to find the empty one and delete.
