+++ This bug was initially created as a clone of Bug #1442531 +++

We might have to allow to reorder the tab menu of toolbox by using drag and drops.
Another browser can reorder with drag and drop. (i.e. Safari and Chrome)

And we need to save this order to somewhere(prefs?).

I guess we can use the Atlassian react-beautiful-dnd library for this feature.[1]
