Environment: 
Device: LG G4(Android 5.1),Samsung Galaxy Note 4 (Android 5.0.1);
Build: Nightly 60.0a1 (2018-03-05);

Steps to reproduce:
1. Load https://en.wikipedia.org/wiki/Mozilla and scroll down the content;
2. Go to Settings -> General and disable "Full-screen browsing";
3. Reload.Scroll up and down the content of the page.

Expected result:
The URL bar stay displayed.

Actual result:
The URL bar disappears.

Notes:

- not reproducible with Nexus 6P(Android 8.1.0), HTC Desire(Android 6.0.1)

This doesn't actually point to any checkins. Would you mind reconfirming? Also, most likely the regression is more recent that 2014.

Sorry for the previous regression window, indeed is not the good one. Tested again and the issue is reproducible also with builds from the beginning of 2014. Seems that after the fresh install, I have to close and open Fennec if I don't want full screen browsing. 
STR:
Launch Fennec.
Open a page.
Go to settings -> general and disable "Full-screen browsing".
Reload the page and scroll. ( URL bar still displayed).
Close the browser and open again. -> URL is displayed.

If I open Fennec after mozregression installed the build or after manually installed the build from "Open" option, I have to close Fennec for 2 times because first time "Full-screen browsing" is still enabled.
Tried also with mozregression and manual.

I was able to reproduce the issue on the latest Nightly 65.0a1 (2018-10-28) with Nexus 6P (Android 8.1.0).

Marking fix-optional for 64. We could still take a patch in 65.
Marking fix-optional for 65 and 66 so that these already triaged issues don't show up repeatedly in weekly regression triage. Happy to take a patch in nightly.

I reproduce the issue with device Samsung Galaxy J7(2016) (Android 6.0.1) with build Firefox Nightly 69.0a1(2019-07-02).

Happy to take a patch for 70 or beyond, but since this has a P5 priority set, I'm marking this fix-optional now to remove it from weekly triage.

Hi, I verified for firefox-esr68: Firefox Release 68.2.0 and Firefox Beta 68.2b7 with devices and did not reproduced:

  • Google Pixel 3a XL (Android 9)
  • Samsung galaxy S9 (Android 8.0.0)
  • Sony Xperia Z5 (Android 7.0)
  • Sony Xperia Z3 (Android 5.1.1)

I verified for firefox-esr68: Firefox Release 68.2.0 and Firefox Beta 68.2b7 with device and reproduced:
