Details

Properly support RTL for TopTabs.

Marked as P2 for 11.0. Would love to ship, but does not block the release.

If this work cannot be completed on time then we can ship bug 1443052 "Force TopTabs in LTR", which makes Top Tabs at least usable. (Currently in RTL they are very broken wth a bad layout & inconsistent animations)
