Details

When migrating the extensions.shield..* preferences to app.normandy check if the app.normandy preferences already exist and do not migrate (overwrite) the existent values again if they do.
The backwards/forwards concern I thought I've seen is handled and the Shield/Normandy related preferences do not get migrated twice, therefore the scenario of which I was concerned: Fx59 -> Fx60 -> Fx59 ->Fx60 do not reset and overwrite the already imported values. (app.normandy.*)
