Do you have Charset autodetect off? Or is it on? If it's on, what encoding family is it detecting?

It seems unversal doesn't work with this page: If I have a previous charset marked (iso-8859-1 or shift-jis...etc), and choose auto-detect Universal, then load the page, I'll get what even the previous charset marked(iso-8859-1 or shift-jis), clear cache doesn't make any change. Confirm.
