I believe we have telemetry for which tabs are most frequently used.

Once we have a way for easily configuring which tabs are shown (bug 1444308) and a means for discovering hidden tabs (1239859) it would be worth considering which tabs we should by default.

For example, I suspect very few people using the "Memory" tab and we have had comments from new users saying that they feel overwhelmed when they first open up DevTools. If telemetry says few people use Memory, and its easy to enable for users who do use it, could we hide it by default?
