I got a new device, logged in to Sync, and I see my synced tabs as a sidebar, but I can't get them to actually open up as tabs.

Showed up as actual tabs as on the initial device.

I am not able to reproduce this issue.
We probably need "Trace" logs from both of your devices,it will help developer to find out what happened here. Could you please arrange for these Trace logs (https://addons.mozilla.org/en-US/firefox/addon/about-sync/ might help here), then reproduce the issue, and upload the logs from both profiles?
After installing the addon,go to about:sync, change following About Sync pref:
Check “Create log files even on success?”
Set “Level of messages written by Sync engines” and “Level of messages written to about:sync-logs log files” to “Trace”.
Get the logs from about:sync-log and attach to this bug.

Hi lauryn, thanks for reporting this. There might be some confusion about how this feature works - the tabs from other devices are only intended to appear in the sidebar and in the "Synced Tabs" panel (available from the "Library" button) - they are not expected to all be opened automatically as real tabs on all devices. Once you select a tab from the sidebar or panel they will then be opened.
Please let us know if that helps explain what you are seeing.
