This would have 2 pros:
1. We don't need to update snapcraft at each run
2. This would fix the error we've had since last week. The reason of this error is xenial has snapcraft 2.35 instead of 2.40. Releasing a new package to the official xenial APT repos can take about 2 weeks.

Landed on beta at https://hg.mozilla.org/releases/mozilla-beta/rev/79248272d2901be36f74a075775ac5fcf6eae566. This will make the next beta job green (unless snapcraft bundled in the docker image has trouble to talk to the snap store)
