RCWN stands for "Race Cache With Network"

What is this bug about? Do you want just a brief description of what is displayed on about:networking#rcwn?

In the thread cited, of the prior bug, and particularly at the comment cited, there is uncertainty as to what the acronym:

> RCWN 

means.  A foreign language translator had no idea.  

As a person active in networking, but not in 'mozilla' developmen and internals, I made a couple of guesses, but those were inaccurate as well

It is basic for comprehension to 'define terms' when a new one is introduced 

This bug seeks: one of the three 1) a sidebar definition, or 2) a simple:

>  RCWN (Race Cache With Network, a strategy to overcome slow and intermittent networking latencies)

or 3) a 'hoverable' 'tool-tip' to that effect

I am indifferent as to any chosen, so long as the undefined term, becomes defined where used
