1445072 - move config out of scriptworker.py into the yaml

We've been talking about this for a while. This will match more of the taskgraph config. Additionally, scriptworker.py has grown fairly difficult to read and manipulate, so moving the config into the config files makes sense.

We may still want this, but with our current roadmap, this will be deprioritized.
