[Affected Platforms]:

[Prerequisites]:
- Have a profile with a lot of history so that all of the sections are populated
- Have a mouse with a scroll wheel
[Steps to reproduce]:
1. Open the browser with the profile from prerequisites.
2. Scroll click one of the tile's context menu button and observe the behavior.
[Expected results]:
- The context menu appears.
OR
- Page autoscroll starts.
[Actual results]:
- Both context menu and autoscroll appear.
[Notes]:
- This issue is also reproducible for cards and section context menus, section titles and preferences button.
- This issue is reproducible on Linux only with the "general.autoScroll" pref set to true.
- Attached a screen recording of the issue.

Still reproducible (Win10 / 91.0a1 20210704213917), setting S3 since it's not critical, but still annoying.
