There is Scroll bars inside the tabs but not out side this can be bad when you
have selected alot of side bars to be avalible.

I agree that the up/down buttons could be improved, but the scrollbar I don't
think is efficient or plausible. I believe (correct me if I'm wrong, but I'm
nearly certain) it was in for older builds and was dropped in favour of the
up/down buttons. Look at the attachment for example; what you would end up with
in the proposed scenario is that small scrollbar beside a larger one. Not only
does this waste space and look horrendous, but it's the wrong use of a scrollbar
anyway. Reporter, reopen this bug if you can justify this more, but for now,
this is an Asked and Answered, addressed a while ago.

BTW: I suggest you get rid of the bars you don't need or use (e.g. the Netscape
ones...Shopping, Sports, Stocks, Buddy List(!), and Music) to help you.
