Steps to reproduce:
Open more than one Firefox window with tabs (in my case, 9 windows and about 100 tabs spread evenly)
Maximize all windows
Restart Firefox
Actual results:
At restart, window order changes either minimally (approx 1-5 out of 9 open Firefox windows change position in the window series)
Some (or all) windows resize down from fully maximized to a smaller size.
Has happened with every version of Firefox I've used up till now.
Expected results:
Window order should remain the same after each restart of the browser and all windows should remain maximized.

I have tested this issue on latest Firefox (59.0.1) release on Windows 7 x64 but I haven't managed to reproduce it. I have opened 9 Firefox windows and maximized them, then I have restarted the browser using the "restart" command in Developer Toolbar. But all the windows were restored with the previously set size and also in the same order.
But, I have noticed that if you have a window maximized but is minimized, when the Firefox is restarted the window is restored with the default size.
@KotW, can you please give us more details about how do you restart the browser and if you have any custom configuration? For example do you have the "Show your windows and tabs from last time" option check in "about:preferences" page? Also, from which window do you restart the browser?
