As of 1.0rc2, the site navigation bar itself as well as all mentions of it in the Preferences and View->Show/Hide have disappeared. I did not see this in the release notes, so I assume it is a regression.
This is intentional, it got disabled due to new window perf regressions :(( I guess this bug should be made into a "mention in the release notes" bug ?
resolving as invalid. as the previous comment says, the bar was disabled deliberately. it is still present on the trunk builds and will return in the future when the issues with it are resolved. see bug 138496
