No Bookmarks Toolbar - Customize page has an inoperable "toolbars" button that opens a small black speck instead of a menu.

Steps to reproduce:
There is never a Bookmarks toolbar any more.
Any time I try to open the customize page to request a bookmarks toolbar, the "Bookmarks" button is dysfunctional.
Actual results:
A small black speck appears below the button, suggesting a menu was supposed to appear. Clicking all around it does nothing. Rebooting does nothing.
Expected results:
I suppose a menu would appear with options about customizing toolbars.
The other two buttons on the bottom of the page, "Themes" and "Density" have standard menus opening above them as one would expect.

I have managed to reproduce the issue on latest Firefox 59.0.1 Mozilla for Ubuntu canonical - 1.0 on Ubuntu 16.0. I have also tested it on Beta 60.0b5 and the issue is not reproducible.
However, the issue is not reproducible on the official Firefox builds downloaded from https://ftp.mozilla.org/ page.
So probably this issue should be fixed on the Ubuntu side.
@gordon can you please also test this using an official Firefox build and confirm that the issue is not reproducible? You can download it form here: https://ftp.mozilla.org/pub/firefox/releases/59.0.1/linux-x86_64/en-US/

It is just in Ubuntu's version on my system as well.
Apparently they will have it fixed in the next version.
I guess "Invalid" on this forum is the correct choice?
