Update tracking protection policy to lock in the off case

[Tracking Requested - why for this release]: I want to update the tracking protection policy so that if it is explicitly disabled, it is automatically locked. My thought process is that if someone doesn't want to do anything to tracking protection, they won't set it. And by doing it this way, we get better integration with the ADMX. Here's how it will work: If this policy is not configured, tracking protection is not enabled by default in the browser but it is enabled by default in private browsing and the user can change it. If this policy is disabled, tracking protection is disabled and locked in both the browser and private browsing. If this policy is enabled, you can private browsing is enabled by default in both the browser and private browsing and you can choose whether or not to prevent the user from changing it.
