macOS 10.12.6
1.) Open a new window
2.) Shrink the window so that it is not in maximized mode
3.) Double click on the Toolbar so that the window maximizes to the whole screensize
4.) Press CMD-W to close the window
5.) Press CMD-N to open a new window
Actual: The new window opens in the shrinked size from step 2
Expected: The new window should open in the maximized size of step 3

This is a recent regression.
