I think with Bug 1433611 landed we can begin to show the toggle button that will allow you to toggle on this 3 pane inspector. We aren't ready to necessarily show the 3 pane inspector on by default yet because this will affect the unit testing for now, but I think it would be appropriate for nightly users to start experimenting by manually clicking on this button.
