1448235 - chrome url-classifier tests fail when run individually

They use files they don't declare in support-files.  Just try running "mach mochitest toolkit/components/url-classifier/tests/mochitest/test_donottrack.html" and watch the 404 you get.

Did these tests ever work individually or has something changed recently which makes them fail in this way?

I expect they never worked.

Well, depends on how recently "recently" is.  It's been a while since we started shipping out only the support files for the one test being run into the temp space we run them from, but "a while" is order of a year or two.  So it's possible they worked right when initially checked in...
