Steps to reproduce:

1. Create new profile
2. Go to http://www.guru3d.com/articles-pages/intel-sandy-bridge-core-i7-2600kthe-2018-review-time-for-an-upgrade,11.html

3. At the bottom, there is a scrollable list. Open it, and drag the slider with mouse


Actual results:

Bottom part of the list doesnt paint correctly


Expected results:

not so.

I can reproduce on Windows10 64bit Nightly61.0a1.
Status: UNCONFIRMED → NEW

This was fixed by backout and fixed nightlies are available. Presumably (hopefully, anyway) this was the same issue as the iframe-scrolling-attr-2.html permafailures we saw in CI.
