[Affected versions]:
- Nightly 61.0a1

[Affected Platforms]:
- All Windows
- All Mac
- All Linux

[Prerequisites]:
- Have a clean new Firefox profile.
- Have an add-on that overrides your homepage or new tab installed on the same profile 

[Steps to reproduce]:
1. Start the browser with the prerequisites from prerequisites.
2. Navigate to about:preferences#home and observe the messages under the "New tabs" setting. 

[Expected result]:
- A "i" icon is displayed in front of the "An extension is controlling your home page." or "An extension is controlling your New Tab page." stings.
- A "Manage Extension" button is displayed after the strings.
- All of the message has a gray background.

[Actual results]:
- No icon is displayed in front of the strings.
- A "Disable Extension" is displayed instead.
- The message has the same background color as the page.

[Additional Notes]:
- Attached a screen shot with the issue.

Nice to have, but not required. I recognize it's a lot of work to get the extension to show up in the dropdown for the appropriate setting. Using the existing extension notifications (as shown in the screenshot) is fine for now.
